Short version: Every Hooga panel ships with a 3-year warranty, measured 0.0 μT EMF at 6″, clinically researched 660nm + 850nm wavelengths (with 630nm/810nm added on the ULTRA series), and UL-certified internal components (LED drivers, power cords, wiring).
Hooga panels are tested and certified for FCC, CE (EMC + LVD), and RoHS compliance — and built in an ISO 13485:2016 certified facility that is FDA-registered with Hooga panels listed under FDA product code ILY (downloadable conformity certificates below).
The finished panel does not currently carry UL or ETL listing, or FDA Class II 510(k) clearance. PlatinumLED carries both. We’re straightforward about that trade-off, and our pricing reflects it.

About these certificates. The FCC, CE, and RoHS certificates above are conformity certifications issued by Shenzhen STL Testing Technology, an accredited third-party test lab, based on testing the Hooga panels to the listed international standards. They confirm Hooga panels meet the same EMC, electrical safety, FCC, and RoHS standards required for sale in the US and EU.
These conformity certifications are not a substitute for finished-panel UL or ETL listing or FDA 510(k) clearance — see below for which competitors hold those. We re-test under the latest standards on a rolling basis: the 2026 certificates above reflect the HG200 retested under updated 2023–2024 versions of EN 60335, EN 61000-3-2, and the EN 62321 series, with the rest of the lineup scheduled for refresh.

Independent verification
Manufacturer-stated specs and lab certificates are useful, but independent measurements are the gold standard. Here’s what reviewers outside Hooga have measured:
- Light Therapy Insiders measured the Hooga ULTRA 1500 with a spectrometer and recorded a peak irradiance of 104 mW/cm² at 6″ and an average of 81.7 mW/cm² across nine measurement points. They noted this is below the figure Hooga publishes, and we appreciate the transparency — we cite both numbers here so customers can make informed comparisons.
- Marco Gentile’s independent PRO4500 review measured the panel at 192 mW/cm² at 6″, consistent with our published spec, and praised the build quality and 3-year warranty.
- Haven of Heat’s 2026 Hooga review documented the 3-year warranty, 0.0 μT EMF specification, 50,000+ hour LED lifespan, and free US shipping.

Where the panels are made
Hooga is designed and headquartered in New Berlin, Wisconsin. Our panels are built by a long-term overseas contract manufacturing partner — a facility certified to ISO 13485:2016 and registered with the FDA — that we have worked with since the brand launched. We don’t market Hooga as “made in USA,” and like the majority of red light therapy brands sold in the US — including PlatinumLED and Mito Red Light — final panel assembly happens with an overseas manufacturing partner.
What we’re working on
We’re actively pursuing additional certification documentation, including:
- Refreshing the full HG, PRO, and ULTRA lineup under the latest 2023–2024 versions of EN 60335, EN 61000-3-2, and EN 62321 (the HG200 refresh is already complete and linked above).
- A formal REACH declaration of conformity in document form.
- LM-79 photometric and LM-80 lumen-maintenance test reports from the LED chip manufacturer.
- Third-party irradiance verification across more SKUs beyond the ULTRA 1500.
When this documentation is in hand, we’ll update this page and link the actual certificates. We’d rather wait and publish what’s real than fill the page with claims we can’t back up.

Is Hooga FDA cleared?
Hooga panels are not FDA Class II 510(k) cleared as finished devices. They are, however, listed with the FDA under our manufacturing partner’s Establishment Registration, with Hooga panel models listed under FDA product code ILY (infrared lamp, non-heating) for the current fiscal year, and the materials in our panels comply with FDA requirements for skin-contact use. We sell Hooga as a general wellness device, not a medical device. If FDA Class II clearance is required for your use case, PlatinumLED carries it. What wavelengths does Hooga use?
660nm (red) and 850nm (near-infrared) across all panels. The ULTRA series adds 630nm and 810nm for four-wavelength coverage. These match the clinically researched wavelengths used by most major brands.
Are Hooga panel components UL certified?
The LED drivers, power cords, and internal appliance wiring used in PRO series panels are UL certified (file numbers E334687 and E365821-E481559). The finished panel does not currently carry UL or ETL certification.
Does Hooga have FCC, CE, and RoHS certification?
Yes. Hooga panels carry an FCC Supplier’s Declaration of Conformity (47 CFR Part 15 Subpart B), CE certification for both the EMC Directive (2014/30/EU) and the Low Voltage Directive (2014/35/EU), and RoHS 2.0 conformity certification.
